Lol, so let me get this straight. In order to make it fair you are going to penalize a few home users who have access to multiple machines from a single IP address, but yet allow the botnet operators free reign, as the 1000's of computers they could potentially control would all be from different addresses...
One of the reasons I am following this is I admire your attempt for a fair distribution, but think about this aspect a little. I do not think you will be able to find a way to 100% guarantee fair distribution to everyone, but I would rather it error on the side of a few users with many legitimate PCs, than with the botnet operators.
Do you intend to run 100 peers from one IP address at your home? If not then it's fair, if so then you are trying to mine selfishly and the consensus will not allow it. Regarding "Bot Nets", it is impossible for someone to implement a Vanillacoin "Bot Net" but if you want to try it then go ahead and have a very successful failure.

How would it be impossible may I ask? If I control a few hundred PCs, I could simply install the wallet on them and begin mining, xfer all the coins to central address ...
