SK banned ICO's, will this mean that refunds are coming to SK ico participants?
Well technically speaking, the ICO was Swiss as it has been conducted by "BOS Platform Foundation", which is a non-profit Swiss foundation that also contracts with agencies like BlockchainOS inc. in order to develop and promote the BOS Platform. "BlockchainOS inc." is a for-profit company based in South Korea contracted to build the BOS Platform.
So BOScoin is officially registered as the “BOS Platform Foundation” in Switzerland, while the team building the platform is located in South Korea.
Will the South Korean ICO regulation affect BOScoin? Probably not. According to the most recent updates, it only affects future ICOs. BOScoin's ICO has been conducted almost 5 months ago, in May 2017. There are no news reports stating that past ICOs are affected as well. So unless you hear official statements from the team telling otherwise, there is no need to worry.
