About exchanges you are right, there are some exchange platforms that prohibit people from certain countries due to laws and regulations of some countries, like Bitfinex doesn't work with people from United States, or Coinbase doesn't work with people who located in Russian Federation. Therefore we work with several exchanges, so we can divide legal regions across the globe.
And to scale it and create a network of Transmission service regions, their is required significant capital of investments, which will be directed from ICO funds.
