Yes it is fixed USD price and changes to ETH price will affect it, only discounts if you decide to invest during presale phases.

I think standard practice is to hire more after ICo is over.
In general,i think its better to start with smaller teams,and then expand gradually.

I think cap only refers to overall sale of tokens, not sure they have some phases and goals for them.
