Service Node layer will be available in about 7 months (estimated); the mainnet launch is roughly 3 weeks away. As to the emission diagram, it is not updated in the whitepaper yet. The premine is 22.5M Loki, there will be edits to the whitepaper shortly.

Loki intends to implement Kovri through its own nodes to securely route traffic, removing the possibility of a connection between IP addresses and transactions. The use of Kovri will allow greater privacy when transacting and using Service Nodes.

As soon as the mainnet is live, you will be able to start mining. Mainnet should be about 2-3 weeks away. Wallet will be announced when it is ready.
