On the other hand, it seems impossible to find out if a rating is based on the truth or not. For example, someone gives a restaurant a low rating because the waitress was allegedly rude towards the customer. In reality, the customer was being a jerk and touching the waitresses ass which led to the waitress yelling at the customer.

Not only low ratings are problems. Fake high ratings could be problems too as you could fall for a scam or whatever for example. Or you think a restaurant is good because it good high (fake) ratings, but in fact is really bad.

not easily, because each account is tied to a credit card. so the customer would have to change card's to create a new account. that's what personal responsibility looks like Wink
