Not a bad option but I'm looking at it from another other angle - Spain keep possession of the ball with less ball recovery time. No? A less possession based team do more of ball recovery and tracking.
I'm looking at Daclain Rice ( not sure about Kante starting). He ticks the boxes for me.
Declan Rice seem like a good choice, but I'm certain Rodri will likely play more minutes and have better chances at scoring than Rice would considering the options both team have in attack, I don't see Rice being heavily involved in attack a lot for England, and with Spain style of play the number of Passes and Ball Recovery that will go through Rodri will like be the most than any of player in position in the tournament. Kante might only be worth a punt if he ticks the boss for price valuation, I've not seen him play recently and would believe in not wasting the chance for having 3 French players that would be much more of attacking threats.
