Any changes to the rules are allowed only forward, any changes in the rules are inadvertent retroactively.
If you've claimed/joined the bounty with predetermined rules/conditions, and you've completed said conditions then you have earned whatever was *promised* at the time. Changing these conditions afterwards is shady at best / an outright scam.
It basically depends upon situation in which some changes are must to ensure a proper rewarding system.
However in this scenario from the starting I was in impression to consider negative trust for a change.
But my above statement doesn't mean to allow spammers with red trust or someone with insignificant posting. Negative users will be reviewed another time and those having for insignificant posting(or other cases as we come upon) will be denied.
