There's no problem with vacating the belts for Inoue. The ultimate goal is to win them all to add to his achievements and then fight some challengers before moving up. I'm sure Inoue still has the power and speed to dominate, so moving up at the right time could be one of his priorities once he holds all the belts. Having more belts like Pacman must be the goal. He'd be more glorified than Pac If he achieved 9 belts in a different division and I think he will be able to make it.
For now, he can assure himself to dominate fighters but by the time he reaches welterweight, he may find himself getting slower and experience loss.

He got Fulton with no harm to himself, he will also KO Tapales easily. Since Tapales is no threat to him, the odds may be Inoue 1.25 vs. Tapales 3.10.

True, but people would understand if Tapales were to lose because he was viewed as a heavy underdog in this fight. However, if Tapales were to win, although both are champions, people would think it's a huge upset. So it's easier for Tapales to move on if he loses, while Inoue might be mentally affected if he were to lose in a fight that most of the fans from both sides believed he would win. You are not alone in underestimating Tapales; even some of his fellow countrymen do not think he has the tools to defeat Inoue. They are endorsing Casimero to match up with Inoue. It's just sad that it won't happen easily, as Casimero isn't a champion. Neither of them is destined to fight, but eventually, as time passes by, opportunities will open up for these two that will interest them because of a huge reward.

Casimero doesn't need to increase his weight to face Inoue because they are currently in the same division.

Well right now both of them are in the super batam class weighing 122lbs but previously Casimero was only in the 118lbs batam class and when Casimero wanted to challenge Inoue always avoided the fight and moved up to the super batam class then Casimero followed and returned to give the fighting challenge he had given to Inoue before.

The WBO and WBC super classes are currently held by Inoue and Casimero the WBC is ranked 7th and the WBO is ranked 3rd and if Inoue later accepts Casimero challenge perhaps one of these titles could be taken over by Casimero.
But from several rumors circulating it seems that Inoue will be hesitant to accept the challenge from Casimero because he has the desire to unite 4 titles in one Batam super class where two titles are held by Marlon Tapales.

It was indeed unfortunate for Casimero when the fight between him and Inoue was initially announced, but it had to be postponed and later canceled due to the pandemic.
