Maybe he can go to 122 lbs/super bantamweight and face Stephen Fulton the current WBO champ.

That's correct. Mandatory fights are necessary and not just a boxer can choose whoever he wants to fight. It's part of the mandated terms that a boxer signed up that's why rather than people being pissed off, they should just accept whoever will face their favorite boxer.

That boxer just needs to win regardless of the opponent is preferred or not. Continous win, high rank, more possible to fight at boxers at the top. That also means a big paycheck and a good deal agreement.

Did Casimero and Donaire already fight? Not sure about that or maybe just a typo which supposed to be Donaire and Inoue's rematch.

Before this mandatory fight of Casimero to Butler came into picture boxing fans were expecting to see Inoue and Casimero both in the same ring fighting for a title but this fight is an ordered fight though the winning cut for Casimero is unfair but he must need to push this fight and hopefully win because this will be his ticket to have more big fights in future. Either a rematch of Casimero to Donaire or the anticipated fight between Casimero and Inoue will be big enough for him.

Casimero's future relying on every win that he will add to his belt,
it's true that if he loses from this mandatory fight, the chance of fighting Inoue will be far to happen,

the interest will be diverted to other opponent including Butler who beat Casimero, that kind of news
will spark interest and bring more cash for the ticket sales.

If he want (Casimero) to have a much closer chance fighting Inoue, this mandatory fight
will be the best venue to showcase his skills and attract more pressure to put into Inoue's camp.
