The simple solution is ladder down... if you planned for example to have buy 25 ETH maximum.. buy 2 ETH at your first desired position, then each position down double that.. so if you say you want eth starting at 275.. then buy 2 ETH at 275... and 4 ETH and 260.. and 8 ETH at 245 (numbers are hypothetical)... it allows you to cost avg down as you go lower since you're closer to guaranteed profit.... if you get an updraft but aren't confident of ETH not falling back over, then do the opposite going upwards.. sell 2 ETH at 285.. and 4eth at 300, etc. til you get what you are looking for and just buy down again. The most common noob mistake is assuming that something is the bottom and fomoing too early or fudding out because they are feared of the red charts.. from a buying perspective you want it to go far and deep and go oversold.. don't be afraid of it.. just go in with a sound strategy.. and if you end up with only 4-8 eth when you wanted 25.. so be it... just don't end up with 25 ETH all at one spot when it could drop another 150.

At end of last year, there were upmovements on several cryptocurrencies because of speculants and newcomers, who wanted to jump up the train and made panic sells as prices dropped. Now we have healthy stable prices and Ethereun will slowly continue growing (my opinion).
To get a solid portfolio with not only one coin, you should conpare prices and history data on coinmarketcap for example or blockfolio (Android).

None of the Dapps running on the top of ETH are actively used and ETH has a scalability issue. Sure Ethereum has some great dev. but the problem can't get a solution asap. So I suppose the bottom isn't here yet hence the value will decrease again

If you want, remember my advice, I think it will come in handy. Never ask anyone what and when to buy. Never ask for advice otherwise it will be not you decide, but the person who gave you advice. Dispose of your own money and make a decision yourself. No one knows how much the Ethereum will fall or rise. 
Now ETH price is pretty low and ETH has one of the biggest community, so in your case I will definitely thinking about buying it, of course dont invest all your money in one order. You could buy some ETH for the first time and then watch how does the market change and then make your second decision .

Yes you can obviously but do not spend all your money in one buy order only. Split your capital at least into 2 or 3, if the price is down after your first buy then place another buy order with your remaining money and so on. Once you have used all your money, nothing you can do except waiting for the price to rise again. Dont be panic, it is the nature of crypto which its price may down or up unexpectedly. If you are too worry to lose money, simply dont invest anything. Risk is always involved, there is no guarantees that you'll make profit.

Well,despite of current market situation i could say that it is still the best to invest now. It is an opportunity to buy more coins in a cheaper price. Ethereum is one of the best investment because it is also famous like bitcoin and it is valuable.
