If you check the previous post in the thread, you may notice that it has passed 1.5 years since then. there is a high possibility that he is no longer active.

check above or https://bitcointalksearch.org/topic/m.50441118 . a user named mrpro81 replied and said offer is still active . its possible that this is op now but if we look the date , its reply over there is from last april 2019 . almost yr has passed and didnt give update if the deal is still on going or not . im curious because i also have coins that are not yet on any exchanger . maybe i can turn this into some dollars instead of seeing them valueless which makes me pissed off .

Not based on ICO price. there are some other parameters for offer.
