You highlighted another point in my mind, how the new exchanges will grow up and be famous as long as no body will trust it and invest in it?
Due to records of new project that became scam, it's hard to trust new project as well new exchanges now. If the exchange can offer a better idea then it can still have a chance to be known since companies will notice them and if they will ask support in companies that are trusted like ads or referrals in business they are entrust with. However for simple investors as long as the project / exchange haven't prove anything on their own then its sill risky to participate in them. 
New exchanges has no reputation yet while filtered projects that will listing in their exchanges.or even they careless when select projects and risk of scamming be bigger.if there is other exchanges that proven as profitable exchanges in IEO , we have to invest on there.it will give us profits with less scamming risk for our investment.

Even if we are doing analysis the result will be the same, there is no new exchange that we can trust today. Another factor other than trust is profitability, the chance for us to get profit in participating in the IEO on that new exchange is small because they do not have big costumers and they do not have popularity to attract new users.
what is the point of participating in IEO if we do not have any chance to get profit? might as well just buy the top 10 cryptocurrencies.
I don't speak about specific exchange, but i saw many good projects which listed in new exchanges, and what attracted me was the price of the toke, some token's price less than 0.1$ and i was jut thinking that it may increase in the future.
But you also needs to consider that the project will die after the actual released from the exchange, since the concept of IEO's is for the investors to quickly dumped the tokens after being available inside the sponsor exchange. You need to take your time analyzing and reviewing the potential of the coin that you'll going to invest your money.IEO's nowadays are very risky, as even reputable exchange unable to produced profitable outcome.

Do not worry yourself about it. Do not go looking for answers. They tried IEOs after ICOs stopped working,,, and now believe me, IEOs are also beginning to fail, but we always knew that. If you want a coin so badly, let it perform first, and then just go to an exchange to buy it if you decide to support it (or mine it).

Not an expert but you're better off gambling your money on sport games then investing in a ln unknown project from an unknown (newly formed) exchanges. The moment you do such, your chances of getting scammed increases. Preferable reputated exchange are best choices since you're relying on the exchange for a safe and successful crowdfunding through their platform.

IEO is a good system in doing public sales now and crowdfunding! but not all are good to join! You better choose not a new exchange but those who have big reputation in the community! that is also one measurement of being a good project and a team. If they are sure that their project is good and wants to have a successful launch! they will not choose a novice exchange. they will target the market with high volume and huge number of users! New Exchange is a big no for me!

I do not think I am an expert on this, but I suggest you be careful, at least because the exchange is new. On the other hand, in IEOs, investigate project, not exchange. You like any project, and you invest, if there is a problem with the exchange, the project should solve it. Ask the project owner what to expect in such a possibility. Maybe their answer will satisfy you.Investing in a new exchange is risky but if it has a lot of good feedback then maybe its the first step of having a good info about the project.
But for OP , he should not easily accept any opinion to anyone, he should at least give an effort and spend his time to investigate about his investment.
