It means the receiver dealing with Cryptsy will be auctioning off the low value coins in the Cryptsy wallets he controls. If he holds the Pennies wallet he will auction them off for an extremely low price if that's all he can get for them. It's probably best to wait until after the auction before trying to get Pennies back on an exchange.

I would assume the top address to have been cryptsy 500 days ago?
Still waiting on people joining the CENT network to get synched up to the last blocks.
If we can get as close to the current date as possible we will do a fork to roll back as few blocks as possible and continue on a new fork.
Any exchanges should monitor/block the highest addresses on the rich list (until we know the whereabouts and balance of cryptsy's old coins).
Because pennies is not a divisible denomination, e.g, one coin is one coin, it could be easily given a fixed global value that is not subject to devaluation despite POS, which means it could create new wealth if an agreement can be reached with financial services authorities. Responsibility of wealth control via the power of debt issuance must be taken away from those institutions and bankers and the continuation of the debt based model, we no longer require that in society.
Let's keep this thing going for a few months and see where we get to but Pennies / Cent / Credits or whatever ID the coin is given I feel it is perfect for one potential new wealth creation as part of the decentralised cryptocurrency platforms and exchanges.
