Only shady exchanges do that. It gives them an excuse if they get hacked. Majority of Customers usually don't care about such things, and are willing to settle for less.

.It was sarcasm, early in March, Ben cited someone from cryptopia on their discord(not sure, or some other service like that) that they hope to enable withdrawals early in April.
These businessmen locked a lot of my Bitcore in February - April 2018, stuck in "processing", keeping my compounded airdrop, so I know exactly how they do business and handle clients money.

.April isn't even half way through yet. It's only the 10'th of April today, that would give some 20 more days of the month. I would be very happy to see withdrawals open up this month.
