I wouldn't be surprised if Ryan will not be able to fight because the organization is conspiring against him. From the referee WBC and even the VADA are out to discredit Ryan. This is more than just the drama.

In short, Garcia tested positive for Ostarine on two occasions and, for that, he will be called before the New York Athletic Commission unless the B samples prove different to the A samples. It is possible that Garcia’s points victory will instead become a No Contest on the boxers’ records.

I don't think anyone is conspiring against Ryan Garcia.  I think he was embarrassed after his last loss and given his desire to be a big presence on social media had to do what he had to do in order to get the win.  This included not making weight and taking steroids.  I highly doubt his B samples will provide a different testing result than his A samples.  I also think what he did betting on himself and cheating (not making weight and testing positive for steroids) should honestly be enough to ban him from the sport, at least for a couple years.  That, or they should just let fighters take whatever they want and become monsters.

For me, the only way to resolve this is a rematch, but this one there should be an independent committee overseeing both boxers, that way there's no possiblity of cheating or PED.

Nope he's trying to regain back his record no matter what happen. He doesn't care about what people say since what's more important for him is to have a reason on why he got defeated by Ryan Garcia on that match. People already know how he's badly beaten by Garcia and almost he can't do anything on that match. Its big shame he's been knock down for so many times that's why he's trying to regain his self for that reason so he can came clean. Rematch is really the best solution on this since it can eliminate the doubts of people who's doubting about the result. But I guess Haney don't want this to happen since he's already afraid to Garcia since he know he has no match if they fight for second time again.

It's not as fantastic of a match so I wouldn't say forever but they're definitely going to talk about it in ages, definitely something and I think that Ryan deserves the win, Haney sucked so bad in that match and I don't think that he's even on par with Garcia. Man, that was an intense match and the highlights in the match was so good, the issue behind the match will eventually fizzle out though.
That's normal in boxing, but if Haney wants to regain himself even without a rematch with Ryan, he should continue to fight and move up and win championships. That fight was a non title fight but people sees how good Ryan in that fight, and of course, Haney has to make sure that he'll bounce back big and should start moving on. I know it might give him a little mental problem because he was undefeated prior to that fight, but that's normal in boxing, he has to accept the reality that he isn't undefeated anymore but he is not done yet.

What if this steroids scandal was also created by Ryan to keep everyone talking about him? What if sample A was intentionally with steroids and sample B is very clean?

I think there's less than a week before Ryan's final judgement if he can prove himself clean or not. I saw some posts from legit sources that Ryan is already cleared but there are also posts saying he is cleared but only from one substance while still positive from another substance. But at least it is obvious that Ryan is clearing his name here. I want Ryan to get cleared even if he sounds deluded at the moment.

Ryan won't stop talking and will challenge any fighters for clout. He might bluff or not. He is clearly capitalizing his fame and trend and it is working especially that he just won over Haney.

And even at the Loma fight, some of us thinks that he lost that fight and he was again very lucky that the judges favor him. Not defending Ryan, but let's put it this way, a boxer was also found to be positive but he didn't win the fight, Michel Rivera suspended six months, fined 15% of purse for failed drug test.

So there is an argument that even if you uses Peds, it will not help you win a fight as the example above. Ryan doesn't look jack at all with all this Peds accusations though. So this remains to be seen and the timing of the released of this news, when everyone was celebrating Ryan's victory, they try to destroy and discredit it by some entities.
I speculated that it's either Ryan,

a. Knows that he is taking PEDS
b. Doesn't know that he is taking PEDS
c. Doesn't know, but he did take contaminated supplements that's why he tested positive

And we all know that Ryan is good for business in boxing and this could flew under the radar and be quiet about it. But there could be someone that break this news to someone that's why it become so big right now.

You know how this all will end? Does not matter if he was clean or not. Does not matter if he failed his weight. Does not matter if he won belts or not. Does not matter if he drink or smoke. Does not matter if he cheated or won unfair with judges help. All that is matters, that the world will remember him beating Haney. History does not remember losers. The fight has already happened, people saw his hand being raised. That is it. Nobody cares what is after the fight. What matters is what was during the fight.

Yes, you're right,, we've seen Ryan already demolished Haney and the best that they can do is to change it to no contest. But what matters is the future fight of Garcia, for sure his next opponent will used this issues against him or will press for more intricate drug testing surprise visit more than what it should or even his weight could be a big question.
