Your node if correctly setup should appear in the "peers" page (click on settings button at the top right of the client). The effective balance is your balance every 1440 blocks, so if you have 100 DIRA at block 1 and 2000 at block 500, your effective balance will be 100 until the 2000 balance reach 1440 confirmations.
Sorry for the issue but it really doesn't depend on us, the server is still unstable, if we enable the cpu mining you'll have a bad user experience with interruptions everytime the server goes down and client lose the connection.
Please could you delete the DIRA folder in Users/Roaming and starting the client again?
As the message says you have to make a transaction to obtain a public key, the simplest thing to do is to send 1 DIRA to youself.
