Yes this will be another side of the story since government will just force their citizens to commit crime by continue to gamble on different form knowing internet has variety of choices and ways offered to them. The government won't force any citizens to commit crimes though, each citizen decides by themselves to do it. Also, it's the responsibility of each citizen to keep gambling in control, not the government. Sure, the government can help, but ultimately it's the person's responsibility.
