There are multiple agencies involved and the poor sniper on the roof can not know whether the other sniper on the other roof is another agent from another agency or an assassin. There have been different versions of this news circulating the internet. I read that a man spotted the assassin and called the attention of some police officers on duty. But it seems they did nothing about it, this was why the guy carried out the assassination attempt. If this news is confirmed to be true it will mean that there is a plot to kill the Republican presidential hopeful by the agents of the government. Those hardcore democrats are who speculating that this assassination attempt was a plot by Trump to gain public sympathy are out of their minds.
