Keep in mind Moscow is not representative for all of Russia. Moscow is expensive for many Russians.
Average wage $1,215 - its much lower than average wage in Germany $2,720. Ok I was a bit off, but the salary is way lower;
I was quoting the 2014 figures and you were quoting the 2011 figures. Check the reference given in Wikipedia.
Average wage in Germany might be $2,720, but at $1,800 the salary in Moscow is not that bad either. It is much higher than many of the EU nations such as Romania and Bulgaria.
And remember that Moscow (gorsovet + oblast) is home to more than 15% of all the Russians. And Moscow is not the federal subject with the highest salary in Russia. That credit goes to Tyumen Oblast.
