I'm pretty sure the .001 tx fee goes back onto the nodes, not the dev. That's why you see the occasional 1.01 mined blocks. I'm not an expert tho.

Why? It's staying pretty stable between 0.035-0.055 and it's only on Coinedup

This dev is cut from a different cloth. I doubt he's interested in a premined coins to make you rich while he humbly mines his own non-premined coin.
