I do think it's extremely likely that the owners of Betsoft are also the owners of Betcoin.

Betcoin needs a license to legally launder the defrauded millions from customers. And while I do not know if true, I am pretty sure that all skins on the WPN need a license to be accepted. Because the WPN serves the US market and they do not want to risk that US authorities have something to attack them if one skin has no license and operates illegal.
