They don't know it. Gunshots were made when people were unable to assess a current situation adequately. They were misinformed about what's happening... Sometimes it's a message about bomb threat or, another example, what armed soldiers are coming. Purpose of such message is introduce a panic before the shooting, that's necessary for successful provocation. Anyone?
