Well, it is somewhat certain that Declan Rice is going to leave West Ham next summer, but i don't think Chelsea are going to sign him, even if they want to/should (because Kante is prolly leaving), i think Chelsea aren't going to sign him because of the amount of money they have spent on players in this January winter transfer window, they surely can't go on another spending spree in the summer, that would definitely get them into FFP trouble, and as we know it Declan Rise could cost nearly 100 million pounds, so that is quite a lot of money.
Having said that, between Arsenal and Manchester United, i think the Englishman might favor Arsenal, they are more of a stable club than Manchester United right now, and if Arsenal go on and win the EPL it becomes a whole lot easier for them to allure Rise and players of similar and better quality.
Recent developments already show he has some level of interest in Arteta's project and would love to be a part of it. A move in the summer likely to happen with the player's contract with Westham close to the end, hopefully Arsenal will be able to get him for a cut price of 80 million which seems fair to me especially will the high inflation rate in the transfer market.
Tottenham is interested with Pedro Porro from Sporting CP, they willing to spend for 37 Million Euros with adds on to Sporting CP. Porro is play in right midfielder position and he's a playmaker in Sporting CP, there's many chances created by him. It's good to sign him since Tottenham is already have a good strikers but lack of midfielder who support the strikers.
However Manchester City was sign him at August 2019, but he's never play any match in Premier League and he directly loaned to Real Valladolid, I'm just curious why Pep want to sign him, but he don't want to let Porro to play any single match.
