Assuming Messi decided to leave Barca, could PSG get it without attracting the attention of everyone? and as coinlocket mentioned what about financial fair play?
Honestly if I am in Messi position, I will think twice before staying in Barca since he wants to lift a trophy with them, which won't be CL ones when you see what PSG is doing right now! without counting City, Chelsea..

breaking financial fair play rules, and not even PSG or City can get him even if they badly want him so he’s going to remain with Barcelona only at a reduced pay. Also anyone feels for Deepay, because he just joined Barcelona and already has to take a
pay cut to make his signing official.
I am not sure if financial fair play would matter in a free transfer type of situation, because you are not paying an insane amount of money to team in that case, and you pay it to player. Even if let's say that they paid him more than what they can afford, it happens at the end of the season, so they may still take a risk, get him, pay him a lot, then at the end of the season hope that their income is big enough to cover it, if not then all they have to do is getting transfer block until they go under because it ls just a warning for the first time, and in that case they could get rid of some players to drop under.
Look at Barcelona for example, they are literally selling players left and right because they want to be able to stay under financial fair play if they need to pay Messi a lot of money, same could be done by PSG next season as well.
Just like Barcelona right now and Man City a few seasons ago, PSG in a few season will be unable to stay in regulations with FFP rules if all they keep winning is Ligue 1 and or Cup de la ligue and hope to keep the likes of Mbappe, Neymar and hosts of others stars, especially when they'd need to pen new contract which will most probably be an improvement from the current ones.
Are Manchester City going for Harry Kane and Antoine Griezmann both? I really started wondering about how much transfer budget they have now. Griezmann's market value is €60m. And I don't think that Barcelona would even think of losing him while they are having some financial problems also. They want to create funds for Messi though but they wouldn't like to lose one of their best players like Griezmann.
Manchester City should look for someone else I think.
For Barcelona, they might have to let Greizmann go in as much as the offers is worthy, but Man City would really be better off with just Harry Kane who already is accustomed to the premier league, as the rumors have it, I'm not sure how much they might be willing to go with both Chelsea and Man Utd involved in the race as well.
