For me I would just buy bitcoin and ethereum with it, I don't want to risk money with new altcoins unless I've made some careful research from it then I would go for it. Altcoins are by far the highest potential for profit and so does the risks that goes along with it.

3000$ it's quite good for start but i don't recomend you buy only 1 token. Choose at about 5-7 tokens. Now i shoud you look at cardano, tron and etherium.

Ya 1-200 on zilliqa and 1000 on policypal both are promising project most probably will be able to perform in the future due to what they can offer.

It is a difficult decision, but i would invest it all on strong coins that are already stablished on the entire market, like cardano, eos, or probably a few stellar lummens, it all depends to be honest.

If I have 3000$ I would to invest in the ETH and XRP. I believe its price will be rising soon and I hope it will be cross the price of the BTC in future. my option is wait for august end and invest on ziliqa

ETH. I would put all of that money in ethereum for the long term. Just put it in a secure wallet and then forget about it for a long time. For the sake of diversifying, I would put some of the money in bitcoin, maybe like $1000 will be invested in bitcoin while the remaining $200 will be put into ethereum. I will hold these coins till the next bull market.
Top 20 coins should be good for current entry, esp those with launching products with solid users, now is a great time for such investment, blockchain projects seems to be a good choice as they could grow easily with adoption, otherwise bitcoin or bitcoin cash is solid, run the bull together
