Think of it as before about the Ronaldo rumors, basically PSG have the ability to sign Ronaldo but they rejected it on the pretext of not needing him because there are already many great players in that position in their squad.
PSG current squad is very good in all respects, maybe they just need to bring in a few players who play as defenders and that has been done as rumors will bring De Ligt from Juventus but overall they already have a qualified squad so they don't look too active in buying players in this transfer market.
and of course money is not an excuse for them not to make a lot of signings in this transfer window, because financially PSG are very good, there's no doubting that.

In the last season, PSG had a lot of problems regarding their midfield and I hope that they have been able to fix those problems. In terms of the attacking lineup, PSG does really well. The defense is also quite strong, but the midfield is not that efficient, especially when we consider their main goal, winning the Champions League.

And the attackers will not be able to produce much if there is no good supply of balls from midfield. I hope PSG realizes that and prepares accordingly. And I am also sure that they don't have any problems regarding "transfer money". So they will be able to make as many transfers as they want.

They don't seem to be signing many players for this season because it's clear that the arrivals of Vitinha and Nuno Mendes and Danilo Pereira have also taken a lot of their money, not to mention the extension of Mbappe's contract which is indeed an astonishing one in my opinion.
As for the problem of the Champions League, their target is always there, but I have seen some news that the PSG officials will not be too ambitious with the Champions League in Galtier's first season.

Why the French giants haven't won the Champions League, despite having a star-studded team.
I can answer that with a question: why Manchester City didn't win Champions League although they have one of the best squad? Why Bayern didn't make it so far in CL although dominating Bundesliga by far and having many stars?
It isn't a matter of how much good players you have, it is a matter of how coherent is the players in every game, how tactically good is the coach and how much injuries they have in addition to how many mistakes were made especially in case of lack of concentration due to exhaustion.
Real Madrid won its game although being behind thanks to the lack of vigilance of their opponents when facing the dangerous offence of RM.. Ancelotti made mistakes but their rivals did worst. That's football after all.
One of the most plausible reasons is because the level of League 1 competition is relatively low, so it is difficult for PSG and even very difficult to win the Champions League even though they already have many star players. The low quality of League 1 competition from other top leagues could make it difficult for PSG to win the Champions League trophy, because PSG will face much more difficult opponents in the Champions League competition.

PSG is not interested in spending extra money now. Last season they spent a lot of money, signing many talented players. But they don't get the expected results. And so they probably won't spend much next season. Their team is already very strong. They will now only try to stabilize the team. But their defense needs some strengthening. There is only 1 letter difference in a team, maybe that was it. The big question is what will happen to Messi, Mbappe and Neymar. Could those 3 just attack each other and want to keep playing? It's really time for them to win the CL. The public is no longer satisfied with a national title. That has become too obvious.

Reserve team can not do better than the current players.
They need to have that winning mentality within and among the player's.
They now have a new coach, Galtier can he make the boys play without grumbling amongst themselves.
Neymar and Mbappe us having some internal issues in the team.

I would guess that the biggest reason why they fail is that they are not used to the tournament style all that much. They are amazing in the league because even if they lose a few, they win more than enough. But, when it's tournament style, you can't make a comeback with a small time left if you are not used to it.

Plus, Real keeps playing against decent opponents, and there are some other teams like that too, but PSG keeps playing against teams that are much worse than them, which makes them a bit more lazy when playing because they are used to winning anyway. Same goes for City as well, so many years of dominating EPL and yet they fail in UCL so far.

I concur with you, the French football federation must put in a lot of effort to raise the standard of the French league in order for clubs from the French league to one day win the Champions League.
With City, it's different since, in my opinion, the English league is already extremely tough; the problem is that winning mindset at the international level is still absent.

I think we all agree with the current turbulent problems within the PSG squad, mbappe is a very good talented player but his character is hard on and selfish, IMO. if these three PSG stars can work well together I think a smooth road to reach the champions league title is not impossible to achieve next season. Galtier's role will be quite heavy considering the egos of PSG star players are difficult to manage, I think Galtier must be able to resolve the dispute between his star players, otherwise I doubt PSG can win the champions cup league.
There is no doubt if these three work together as unit as PSG could be the most lethal team in European Clubs, but sadly it's not happening which is headache for PSG management, and now they are working on this because they are looking for better future and for this it's tough but important to bring some fair policy for all players recently we have too much talk about Neymar but with current situation is favoring him hopefully they will develop as better team and try to achieve their targets for future which are set by management.

Galtier's is new at this level, and he needs to be very stick about his system and policy because if these works positively then surely he could be game changer for PSG with his success and if this not works then surely we are going to have some big changes in coming days in this club.

It is foolish to expect good performance from the team if the understanding between the players is not good. PSG had plenty of talented players last season too. But coach Mauricio Pochettino could not strengthen the bond between the players. Also the match strategy was weak. And so there was no consistency in PSG's performance. New coach Christophe Galtier must be tactical.

On the other hand, apart from the factors you mentioned, there is a word that is left behind, namely experience.
In terms of performance and players, it is clear that City, Bayern and PSG have advantages in all aspects, but their experience to feel the title is quite minimal in the Champions League. On the other hand, the coach does play an important role as well because the coach is also required to be able to lift not only from the performance but the mentality of the players.

I think Messi is staying and there is no merit to any other things. Sure he may make a longer contract eventually but there is a long time until his current one ends, so he could just take his time and the team could take their time as well. I still think him going back to Barcelona to play under Xavi would be very good, he would retire while playing for his old buddy and that would be a much better deal for them.

But, if he is not going back to Barcelona, then he should probably stay with PSG who will be the only team willing to pay that much for him. Famous players who end up leaving their teams start to tour around teams because once you sell a ton of jerseys, you don't do that every single year.
In current situation, most chances he is going to stay here at PSG because there is no chance for returning to Barcelona they are not going to accept him with his current salary, and he is not going to have cut with most chances if PSG is going to work on few things then surely they can afford him here for long time, and they can produce good results for club as well he is having good combination with Mbappé but here Neymar is not having any good chance which is surely currently big issue for PSG with new coach is trying to settle him in team for next season.
