Anyone that gambles constantly and daily or almost daily is surely to become addicted soon yet everyone in such stage also has the same belief, that one time they will hit it so hard and so big that this huge win can be a life changing event especially for people living in not so well developed countries where the level of poverty and corruption is sky high.I don't blame such persons for wanting a solution out of this poverty which some call misery yet they should be also well aware that sadness, losing of all money and really becoming nervous for anything happening to them will be emphasized much more than normally. So it is a two way street with 80-90% chances of getting the bad things and 10-20% chances to have these good life changing events happening to you, overall it is up to the person what he wants for himself.
I support personal responsibility, but be honest. People need the whole story, the brutal facts. Not betting all their hopes on a long shot is the solution. We need real chances, not desperation-based systems, to improve lives. Education, work training, etc. A opportunity to win life through hard work and assistance, not a lottery ticket
