Like you rightly stated, it's more of an individually based decisions when it has to do with self restraining and control while actively gambling, most gamblers especially the average and newbie and sometimes even the experienced ones lack this quality and it has been a reason they have mostly lost so much already to gambling, if at some point they were able to apply some level of self restrain, maybe they would have been able to cut some losses just like those who do have this abilities does. Addiction actually has been one of the strongest drive against the ability of self restraint and until it's conquered most persons will not be able to self restrain.
