Hosting is provided free by MtGox, from what I understand, same as with the en.bitcoin.it wiki.
And you can ask to be whitelisted in the noob forum.

I'll whitelist people for donations.
Actually having bitcoins, and being willing to pay to bypass the restrictions is just as good a yardstick as a few posts and some time spent online.

I think this is a very nice feature for the forums.
It gives everyone any idea of who is actually floating bitcoins around (the ones that want to be recognised as donators) and also who is having a positive impact on the community.

Did you know that forums exist where you have to pay just to post (SomethingAwful), and they have 150,000 users? I'd say it is certainly reasonable to donate.
