For ICO project I think there is no longer anyone who can be trusted, investors and Bounty hunters have lost their trust in ICO project, so it's better now for beginners to just join to IEO project, But you also have to see a good IEO project, which is listed on a large Exchange.
True! ICO project is no longer a choice for me anymore. I have turned my back with them since I got scammed more than 3 times even with some "trustworthy" ICO projects. IEO is better, however, it still contains the risk of being scammed. Stay calm and be wise guys!

for new people, maybe by looking at people's comments and seeing the participants in it. other than that, try to look at the bounty manager, there are a number of bounty managers currently recommended. other than that, now it's very rare for a good ICO, but you can choose a good IEO instead. in addition, the most basic assessment is to look at where the sale will be made.

You are right. now maybe ICO is no longer popular. IEO which is becoming popular nowadays also doesn't absorb many successful projects. some doing IEO on exchanges with small volumes declared a success. but after their coins are traded the value disappears and as if there is no further development. see the exchange where IEO is indeed very important.

You need to have a good eye and a good experience to find out scam projects but till that time, rely on fellow users who would definitely point out if they see something strange. Look at the announcement threads, any of them if self moderated, they are outright scam, and for others, view the comments and discussion about the project. There would be many people asking and answering, that would give you some insights.

At present it is very rare to find good ICO / IEO, on average they are a scam. If you are looking for a bounty project to follow, all you have to see is whether the token has been traded. Because at this time it is very difficult to find a newly born project, whose tokens have not yet been traded.
When the token has already traded on the exchange site and that brings more guarantee to the hunters to get their payment or at least if that will be decreasing the chance for them to be scammed or got zero payment.
In another case a project with strong fundamental can be considered as a good choice too.

You should identify the project first whether if it's a good project or not. You can see this from how active the community that supports the project. You can also take the whitepaper as indicator to determine how good the project was.

This is the main thing that can be seen from any projects too and then you can start to determine whether it's a good project or not.
In order to evaluate a good or bad project, the investor needs to evaluate the community of the project because if many people are operating there and discussing, the project is being interested by a lot of investors. However, it is not possible to evaluate this whole way, and it is advisable to check the project whitepaper, then question the project to see how they respond.

For you to know what is a good and bad ICO. Look mainly to what they are proposing to the community. If it guarantees profit for most investors, you must be scared of it. You know what? there's no such investment that will guarantee their investors. It's just an attractive word so that people will invest to them that have the feeling of making easy money and getting back their returns quickly. If the project you are interested in is like that, then think twice.

It's not an easy work to find out which project is legit and ehich one scam. However, scam projects have some common silly mistakes. Most of the scam projects use fake team. So, check if their team is fake or real. If real, the chance of being legit is high.

There are many ways like checking the ratings
Rating website never do research while giving feedback. They just list it in their website. On the other hand, project pays for listing on the rating sites to get traffic.

There are many ways like checking the ratings, how active it is,  or if the project is unique and not just beating the air. But the easiest way for newbies to check good bounties is to know if the bounty manager is reliable or not. 
Checking the ratings you mean the ico ratings? I think it is not recommended since ico ratings were being paid to give positive feedbacks without knowing if they really are. Besides, there are some few members here that posted an overview list of exchangeable bounty campaign or those bounty programs that can be good enough to participate with. There are many ways like checking the ratings, how active it is,  or if the project is unique and not just beating the air. But the easiest way for newbies to check good bounties is to know if the bounty manager is reliable or not.

If you are a newbie, it better for you to go to Beginners & Help before learning about how to find good ICO and participating in a bounty. Why do I suggest it to you? Because I was also the same as you in the past time, I really want to earn money from bounty without lending it first, and then I only focus on the bounty. This was false. I should learn it from the basics here, how to be a good member that can contribute well to this forum so that as one of the impacts, I could get the merits to rank up. However, it is only one of the impacts. the most important thing by learning from the Beginners & Help section is that you can find so much information about what to do as a newbie, how to rank up, rule, regulation in this forum, about the scam, and also important information about this forum and crypto world. So, never lazy to learn first. For, during reading, you can find a lot of information that you need and you can decide what to do next, which project to participate, and which one to avoid.

Second, during the time, when you have been giving more contribute in this forum, you don't only get the knowledge and ways to choose the legit bounty but also get your rank up. SO, you can participate in the legit bounty easily. You know, right now, there are many campaigns that are paid in BTC. You can also be one of the participants although there are many competitors. So, try your best.

ANd about the ICO, I think that ICO has been ended. If you are going to join a bounty, you must choose the projects that have an exchange for listing, IEO may be better to choose. But of course, analyze their projects, whitepaper, and also what exchanges they list.

It is not good ICOs if they have not listed their coins on the trusted exchange with high volume. And this era, ICO has ended and no more good ICO so far. The project must be willing to have the exchange listing for crowdfunding. This is the only way to attract the investors. You will not be able to reach new investors if you still use ICO.

About the bounty program, well, I suggest you use the search feature on this board and look for what to do to choose the best bounty.
As you know, the best bounty is the one that pays you in BTC or fixed coins, not their token. Therefore, try to get them. but of course, ranking up your rank is the most important thing at first.

There is no more ICO projects pal, new projects don't use ICO for fundraising anymore, we only have IEO now, there are scam IEO projects too and all you need is to do good research on team and project use case

It depends on your own research and analysis but good ico projects, therefore, the bounty campaigns have the following key points:
1) A practical project with a lot of use cases.
2) The project will be well capable to generate revenue and sustain its business model after full development.
3) The team is experienced, competent and proactive.
4) The community is in good numbers, supportive, and passionate about the project.
5) If the project is an IEO then it should be hosting at a reputable exchange platform.

Some red flags which suggest not to invest or promote a project:
1) Copy-paste material found on website or whitepaper.
2) The project is a copycat of another project.
3) Team pictures are fake or social media profiles are new.
4) The team is not clear about serious questions asked in the telegram group directly by members or if the team does not take commitments seriously.
5) Bounty campaign rules or reward is not clear or hired bounty manager does not have a good track record.

I have tried to keep it short and simple, I hope you will learn a thing or two from my comment.

it is very difficult to determine a good bounty and scam but at least with us see the bounty manager who manages the campaign we can avoid the scam campaign even though this is not a guarantee and again we also have to do our own research before joining the team checking on the project
