Yes, you are right. Their terms and conditions contain only a list of game providers and territories from which customers cannot be accepted for that specific games. From what I can tell, there's no list of restricted countries to the site as a whole. Since GXGBet is a licensed casino, it is understandable that they are not available in all locations worldwide. They should update their T&C to reflect this.

As you suggest, it would be much more logical to not allow any deposits if we were going to disallow withdrawals, however, as we are not disallowing withdrawals based on KYC we are accepting all deposits also. Otherwise, as you say, it would be highly deceptive to accept all deposits then turn around and not allow any withdrawals. If a user can access our site and make a deposit, they should have no issue with a withdrawal as well.

You have to invest some money to run the campaign, but in the end you can bring in a lot of new players so the long term should be profitable I think that way. Many other sites have done this as well, especially in the beginning when they were new to the forum. I also think you should be active in offering promotions in the games and rounds section.
