yes it is enough. You'll just run your ICOBID wallet qt on your other PC to have the files in the Roaming folder then replace the wallet.dat file with your back up. You can close the wallet for a short while and open again to see if it will sync.

I'm going to check this, thank you. I have used a special account to open the icobid.exe so I'm looking to find it like a sandbox.

Nope, I think the 85 million is staking, this is for the network health as what Pioneer stated many pages back. They had a program where participant who signed for 6 months will get 100% reward of their submitted ICOBID. The reward came from the staking of these 85m. It is less than 16m in circulation atm because majority of my ICOBID and other participant is at that program. You an can check the spreadsheet on how many coins participated on that program.

I need to say that i agree with this, being only PoS would be better for this coin. But it's a decision that only the dev can make.
