A lot of ICO's are scams. But some are decent and will have a good whitepaper. It is critical to a good product and it shows the effort of the team.
Powerledger has a great whitepaper. I would consider loading up on Powerledger. The ICO is running now and it is super cheap. Check it out here

Some are legit and some are scams. You have to look into the project and it's merits and take it on a case by case basis. Don't jump in because something might explode upwards, do your research first - why does the project exist? is it a good solution? is it viable? what's the dev team look like? how long will it take?
There's a lot of ICOs for the sake of it now...a lot of bad investment potential. Choose carefully.

In order to identify an ICO as a scam you need to have a broad understanding of the market and the blockchain technology. ICOs are not scam. They are unregulated and that's the reason why people can lose so much money and others can make so much.

Here's a small article giving tips on how to analyse an ICO.

Excerpt:
That said if these 4 items are in place, it could be worth investing.
  • You have read the white paper in detail and it makes sense as a business
  • There is a demonstrated demand for the product
  • The business needs a cryptocurrency / token system to perform
  • You can commit funds without any suffering in your life

The concept of an ICO itself is legit as fuck. Just imagine you want a wolf to lead your flock of sheep, but you're not putting a muzzle on him. He will of course kill your flock over and over again until you taught him how to do his job correctly and he understands it on his own... Or you put a muzzle on him. (Regulations)

There lots of ICO and yes most of them LEADS to SCAM, you'll be lucky if you pick the right ICO that will continue with there program. You'll notice some project that are unreality to achieve then that is one sign that the ICO is more likely going to SCAM everyone.

Yeah, i agree that most of the icos are scam and created only to make themselves rich. As one of the members mentioned above, you have to check their road-map, their white-paper, Their DEV team and then make a decision if it's worth to invest or not, otherwise it's just waste of time..

If some ICO doesn't use transparency mechanisms, to ensure that developers are not creating thousands of addresses to fake the number of users participating on it, then you are at the risk of investing in something with highly centralized supply, and potential scam.

You can't determine this it depends on the owners and the team if they are serious about the ico it is legit but if they raise the money and don't deliver what they promised then it is a scam all this is obvious but no one can really determine the nature if the owner has a shady past then it is scam if it's completely new team it's really hard to find out the legitimacy of the ico.

Like in everything, There are good and bad, some ICO's are good and very good, others bad, you just have to be careful where you invest your money
Some ICO's become scam because of having an internal problem with the members. And other are totally have bad intentions, they only provide a promising platform but they don't provide it in return. That's why, we should be careful enough in making investment with ICO project or you might loss your money in a minute.

They say that many of the ICO are scam so I can consider that it is risky to invest our money to the ICO. I prefer to you that before you invest your money to the different ICO you must have a lot of knowledge.
Even though it is risky but still a many are making investments with ICO. Actually it depend on person who are managing the project, because if they know that person is trusted probably they don't afraid of putting their money on ICO and making investment with that certain project.

No one can guarantee an ICO project will not be a scam, just do your research (your own research) by reading all the descriptions about their project.
You can try to thoroughly understand their whitepapers, their teams, and their roadmaps. If something doesn't make sense to you, it's better to leave.

I would say 7 in 10 are scam ICO projects and you can predict that from the way they have represented themselves. It was very good business earlier because ideas were new and innovative so that people can believe the project and on top of that they use to make it reality after the sufficient funds have been raised. Now a days people are very greedy about the money and they will just form a fake team and publish the ICO in want that they will raise some funds and run away. So to avoid that to happen with us we should always discuss about the specific ICO on this forum. You can find many discussions going on about the ICO here from which idea can be extracted whether to invest or not.

I personally think that ICOs are most likely scam(but not all the time) maybe some are likely that, although it seems like it was a scheme, investors are already aware about that gamble, that is why before you have to invest into somekind of investments or ICOs, you have to study what project are you going to enter, and be aware of the risks involve before putting that amount.

Well, for me, it is legit. But not all of it, there are scams, too.
So far I've only met a few scammed ICOs, and lots of successful one.
I can't tell you which one to invest, since joining an ICO is also risky. Just like you said, legit and scam.
