since the market of ICO is too low and the project is not that much unlike when the market is good I dont think that it is advisable to invest although it is goof because the market is down I dont know if the market will be better and can return your investment in a short period of time.

What's more, now an investor is more aware of scams and to my mind, has more chances not to fall for one. This field will keep on growing, so take your time to determin which project has viable future, consider if you can afford to invest right now and go ahead.
I don't think so because the market is still in downtrend and any investment is risky. If you want to invest, you should choose a better time because good projects will know the right time to open an ICO. I personally will not invest and will patiently await the recovery of the market

The price didn’t fall, I believe it was corrected. So if I were you, buying ETH now is not a bad idea. If you buy now, there are chances that the price will rise in future and you will make profit from it. And as for ICO, despite everything that is happening now, you can still invest your money. I think now ICO is not one of the good sectors to invest now. I have seen a compilation of ICO projects completed from early 2018 to now. There are more than 300 completed ICO projects but only 46 projects have been raised after being listed. That is a bad number and a sign that the downturn of the ICO. 
I think it is better to wait and see for what will happen with the ico because there is many ico that is delaying their project for the unknown time and many of them are not continued their project because they cannot reach their first target. I think the ico will wait until the next year and if they feel that in the next year will bring good news, then they will continue the project, and in that time we can try to invest in the ico. But don't forget to check and research the ico so you can find which is the good ico to invest.

At this time the condition of the ICO project was in a bad condition, because many projects failed and it had shown that a failed project was an obstacle for all of us to invest in an ICO project. be careful of choosing ICO projects, there are so much scam projects, investment in ICO isn't recommended for now, it's better to invest in bitcoin or eth because the current price is very cheap all altcoins are falling. so it's not only Ethereum. why many pay attention to ethereum, because most tokens are on the ethereum platform. ICO is a scam or not, it's been a long time. even when ethereum pumps, the ICO scam is still ongoing. I still dont have faith in ICO's. No one is getting much investment in crypto and even good projects are hardly reaching softcap. Hopefully, a bull run will turn the waves towards new ICO's.
