There is no specific time in buying altcoin, because according to me, it depends on the altcoin that will be bought. When a coin project supported by a realistic and has uses for many people even supported by a great and responsible team developers. I think this is a reasonable altcoin for us to invest.

Btc is not stable at the moment, if you have fund i think should still wait but if you are planning to hold them for a long time then of course it is a good time to buy
You should buy alt when the price is down because that way you can earn profit when the price bounce back.

You just need to do your research carefully and don't trust ICO listing sites etc. because ratings can be bought. Well, the market has been, overall, dropping, so I think it is still a good time to invest your money on them, I would recommend NEO, EOS, cardano and ripple, they all have a realible team behind and they already have some time in the market.
