Its always a good time to invest in ICOs It just depends on which ICO you are taking part in, The mos difficult part of ICOs is choosing which one to take part in, Its almost impossible to tell which ICO will be a success and which will not at this early stage, you therefore have to depend on your instincts and judgement to decide which one you take part in, There is a high risk involved though, so if you are a low risk taker then stick to proven coins like BTC and ETH

Buying ETH and BTC alone is not a bad choice either. You know, there are some aspects where you can see whether the project will be successful or not. the simplest thing is realistic value, compare it with the real world situation, whether it really can work or not. it already answers the question
There are still some ICO-s with nice profit after the token distribution, but doing a full research is something, you should always do. But still no garanties, and of course it is always safer to just buy bitcoin, but more exciting to with ICO-s 
How long the platform of a certain ICO is good, and they have good team and background - then it's really good to invest into that.

I've been searching for ICOs for a few days and there seems to be many cases of scams and hacks which kinda scares me. Obviously, there is no 100% certainty which is going to be a successful one but is there any way to identify which ones are at least going in the right direction? The first one I looked at was Mossland's Whitepaper and they seemed good with solid community. Or should I just buy BTC or ETH? Any suggestions and ideas would be very helpful!
Maybe buy Btc and Ether first while researching other projects for comparison
I don't think it's a good time to invest in ico. Because according to the analysis of some institutions, about 90% of the COINS in the year 2018 are below the cost price. So I'm not suggesting you invest in ico.
