there can be no good or bad time for investing in ICO, there are good and bad campaigns that will bring income or not. You need to be able to analyze and choose good projects that in the future will be able to bring a good profit.
Never ever have best time to invest, like expert said we will never find best time to invest. But as long as we calculating and predict value of projects on the future that is enough to say that now is the best time to invest. so actually if i find dip on some good project, i going to invest as soon as possible.
This time is good for making investment in ICO it is a little bit risky but having patience and market analysis chose the ICO and take initiative because now these are good in the market and crypto has a good future these will be use for different transaction in this time it will look difficult to use your money for investing in ICO but the future is prosperous and most of the investors are happily buy coins and invest in ICO.

I've been searching for ICOs for a few days and there seems to be many cases of scams and hacks which kinda scares me. Obviously, there is no 100% certainty which is going to be a successful one but is there any way to identify which ones are at least going in the right direction? The first one I looked at was Mossland's Whitepaper and they seemed good with solid community. Or should I just buy BTC or ETH? Any suggestions and ideas would be very helpful!
ICO became popular because of high roi it offers for early investors in most cases, and ICO period os always the best time to buy high potential coin in cheap prices but because there are bunch of new ICO launch everyday competition to gain investors get harder and people doubt ICO because of reported scams, this makes it hard for even legit ICO to success. 
No time is absolutely good or bad to invest in ICOs it all depend the resources available to you and when a project you would like to invest in is conducting ICO. If you got money to invest, no need waiting, conduct your research and invest wisely.
It is really hard to look for a 100% scam free ICO. But to avoid this , I always look for the individual who has history of paying his members. I'm also looking for the people who are behind the ICO. They should be trusted by most of the forumers. I always follow the saying "If its too good to be true then it really is". Don't be fooled by a very huge offer.

Investing in cryptocurrencies is always risky in the sense that their market price is volatile where it can plunge extremely deep that can cause your investment to shrink drastically too. Same way in ICO, investing on them is a real gamble but if you can found an ICO that's has an excellent concept, team, and community, then that is a total package and is worth investing for.
With all due respect, the price is not very high in eth, the market is very low, but it is possible to participate in the ico when it is possible to recover.
If you think you find a good ico that worths investing it go for it now. Good and trustworthy icos are are to find these days. Unfortunately most of them are scam or dead projects. Personally if i can find a good ico now i would definitely invest in it because good icos will easily get 5-10x. There is nothing more profitable than a sold out ico.

IMHO better to try to invest and loose some 5-20% of investment, but you will have a chance to get a chance to get 100-500% profit in just month or two. But if you will skip you will not gain anything. Currently you should see very ICOs as a scam only , the real story is what I can tell you clearly . First things that is the truth is most of the ICOs comes in the cryptocurrency market only to scam but due to better amount of the collection they tries well for the list of Thier coin's at exchange but at what price they will place the order they know very well and if the team is very legimate and genuine then surely they will give better amount of buy support and that will make the coin much successful .So here currently I can suggest you to go with those ICOs only which has better score and rank , in the current time best ICO is looking for better is KYC.legal ( it is my opinion only , try your own mind before Investment ) .
