as long as the platform of a certain ICO is good, and they have a good background, then its good to invest, the price of bitcoin is nothing to do if its good or bad to invest in an ico, so for me, as long as there is a good ico then its good time to invest with.
Any time is suitable for investment in ICO, as this market is developing rapidly. The most important thing is to choose a quality project.
I'd say ICOs are always the best choice if you analyse them carefully. Most investors are just following what others do without any efforts. It leads them to scams and they blame legit ICOs as well.

If I were you, I might choose to invest in BTC or ETH, if you have not enough funds to invest ETH, because many ICO are scams, even if we are cautious, but still very inevitable being cheated.
I would heed this advice and add along that even if ICOs aren't necessarily scams most of them fail anyways. This could be for a variety of reasons but remember these are start-ups and most start-ups do fail!

Yes, we have to see whitepaper of a project if you want to invest. Whether it has been a long time and there has been a previous project, whether it was previously successful. It is my indicator, but this is not a warranty the project is a scam or not. Even if you buy BTC or ETH, there is no guarantee as well. Indeed all this is unpredictable. But if you want to buy a coin I recommend to buy BTC. I think altcoin has a greater risk than BTC.

There would be no best time for doing investment. The best time is when you choose which one is worth and invest in there. You will learn by experiencing and doing. Pick several ICO so your money spread to many ICO, its better than you pick one and scammed.

Unlike the time period it is always good to invest into ICO. What we need to do is just value the project and relate it to the real time usage and the investor community behind the project. This will help you understand better and decide whether investing could yield profit or not.
I think once ICO is always the best trend to invest because many people are afraid to invest in BTC and ETHand I think this is the right time to invest in ICO, as investors start to enter Ico, so it's time to make a profit.
ICO in general is very risky... stats said that; In 2017, 56% of ico failed and the company usually just left. Some even raised ten of million dollars, and we're not talking about scam ico, but the prject just didn't happen for whatever reason. I know it sounds weird, but only invest with the money that you are 100% comfortable to lose..
Yes even I participated some ico with huge hope finally failed miserably. Because lots of Ico’s coming up with same concept . Some ico’s are really doesn’t have any solution they just copy cat of previous existing solution. 
If you look on the ICO launched right before or during the super bull run in December, these ICO prices are currently struggling post-ICO listing on exchanges. Thus, many are complaining as now. However, if you look further back in August, September, these ICO are generating 5X, 10X, example ICX, PRL, and etc... The months of August, September and October were quiet months for BTC and crypto.
So conclusion is we stand better chance to gain if we started invest in slower period, but after doing some research and shortlist on the potential ICOs.

In my opinion, ICO today is not as promised/profitable as last year since every information is now so clear.
I remember last year, some ICO could give us 10 times even 100 times profit. But today, good projects can only give us around 300% profit (CyberMiles, ArcBlock...)

Definitely yes, if you have more money join an ICO is a big opportunity for your investment but before you decide to throw your money make sure you already know about the company that you want to invest..Check their company profile, roadmap, whitelist and of course the most important is the team..Without that maybe you should avoid that ICO..I would recommend take a look at utemis project..
Yes this is a good time to invest ICO because lot of investor are coming in the market.And it is a good time to earn more money.
For me the right time to invest in ICO, because for me also the price of ICO is also lace, and after the coin that the listing on the market you can sell your coins, or there hodl again for me is also good, so you should hold the next few months will get bigger profits.
I suggest you to buy eth instead bitcoin. Ethereum is more solid and have a real project and if you do think to investing in ico ethereum is well accepted. If you plan to invest in ico you need extra carefull and its not always profitable, sometimes just investing to other altcoin that already exist is more profitable rather than investing in ico that we dont know whether it success and whether it able to survive
this is not a good season for alts. i think it depends on how long that ico lasts.if its not near you should invest a little.
If the ICO team works according to their plan which doesn't depend on market fluctuations. That's why we can always invest in such projects. And I don't agree with those people who say that the ICO industry is dying. I'm sure that it will be an excellent way to earn money for a few more years.
