Perhaps the internal capabilities paypal is not very clean and can accommodate a certain cunning. But in general, this payment system has proved in a positive way.
Why PayPal is a scam? I have never had problems with it while I used it. I didn't use it for long actuall, a year for sure, maybe something changed in that site. So I don't know why you are making panic around it indeed.
No change in any thing they are doing as they was doing few years back but few peoples not read terms and conditions and as they fall in problem they start to cry its a scam they have some good and solid foundation for years and doing business with all their own rules and regulations Yup, everything is indeed more complex and overwhelming in the paypal. But unfortunately I am seeing more growth month paypal is getting worse, because many of the people who use paypal now is quite difficult to do all the things in it and most people who use paypal now is less suitable in all regulations and policies that have been set by paypal. So it is better to use bitcoin for bitcoin is much better than paypal

I think not, Paypal is a big company and have more than 5 Millions user's. If anyone can't access Paypal maybe they are not have valid data.
you are right that paypal is the biggest company and they con not scam to any one and i think nowadays people mostly using bitcoin than paypal because bitcoin is very much useful and profit able currency. 
Paypal is not a scam and I vouch for that. I have been using their service since 2007 and never got any problem with them. It's just that they are a bit more stringent than other payment processors as they are legit and don't want dirty money to enter in to their system and nothing else. They work as per the government norms.
In my country, users can't keep their money in to the paypal account. Whatever the money you will receive, it will be automatically transfer to your bank account due to my country's law. But still I use my paypal account to transfer my bitcoins to fiat.

Honestly paypal is most trusted payment method that actually has reverse payment if you deal to someone that giving service or item that not actually his offer.. so for me they are just saying its scam but in my own experience never been scam in paypal..

Part of the problem, as I have just learned from another post, is that PayPal may not operate as well in other countries as it does in a North America. Especially emerging economy countries like in south east Asia. I guess I had originally just assumed policies would be uniform.

Paypal is a great company, I'm sure they wouldn't be a scam. If there is a problematic user with paypal of course there is a strong reason, most of them are unwilling to verify data.

That's why many people are complaining about it and just find some other payment processor and as well as the freezing of account which is just fine for paypal has the right to do that if an account does have a suspicious transaction.
Yes we know about that even there is no product for each transaction you will make there is no reason for paypal to freeze your account unless then can see some trouble or any transaction that is quiet unusual. Like having a transaction that has big amount and volume within a day, for sure that will make your account frozen.

I just want to point out that when PayPal freezes your money, you are essentially giving them an interest free loan.
I've noticed that now credit cards are doing the asme thing. Citi, for example, calls it a "payment float," where they hold your payments for up to 3 weeks.

Some people can get the impression that it is a scam based on some of the shady business practices that they've done in the past, like (relatively) unexplained account freezes, account shutdowns, and so forth. I know and used Paypal more than 10 years and last 3 years I'm not used Paypal again. My balance about $15 was locked with reason L must verify credit card. I used my valid credit card but rejected. I don't know because I always use my credit card. After that I sure Paypal is scam.
This happens to most of the users as they always show some very shit rules on that basis they can anytime lock the users account with any valid reason and their transaction charges are also high and their payment reversal terms is also bad, that is why it is said Paypal is scam, because users are using the payment reversal for scamming other users
saying it's scam because having that feature is really wrong and have you ever done or ever tried paypal's chargeback feature?
