Right now is good time for investing on altcoin during bitcoin and altcoin have the same position on lower price, will give good effect when bitcoin going up altcoin allow on higher price. Maybe you can trade or invest on bigger altcoin like litecoin, ethereum, bitcoincash or you try for investing on atom coin.
I never heard atom coin and it seems like a low tier coin, right? This time can be considered as the best time to invest. I think that when the bearish market has come and crypto is starting to get into the best position in the market. Everyone can prepare themselves for this to get into the market.

However, as the effects of the pandemic, our market now contains a lot of risk than ever. I wouldn't choose to invest at this time. Otherwise, I'll choose to do daily trading to earn instant profit based on the fluctuations of the market.
I think Yes now is the right time to buy Altcoin, because the market conditions still Bearish and of course we can get a cheap price, but buy potential Altcoin, which in the top 10 or 20. When the market becomes Bullish then Altcoin that we have bought will automatically increase their prices. Ill think we cant call it as now because as you can see so many altcoins are there is not following the flow of bitcoin to raised the price of it.
And if they are raised the price and take the price they wanted maybe that was we called it a bull run, but for now its only bitcoin and etherium are raised the price a little.

No time, if I may say should be considered "the best time" to buy altcoins. For long term investors, its always good to buy altcoins on any drop in the market because you may never know when it will skyrocket. To answer your question, yes, now is the right time to buy altcoins.
