Yes you can used buying anything illegal activities using USD because easy to used somewhere in the country if you used USD you can make fastest transaction and if you have holding a USD.

It is and will always be. Any currency has been used to buy goods and to buy services and at the same time, use for illegal activities. It will not be removed as when we want a certain thing, we will buy it using money including USD.
