Basically this is what happened these days.

The Prime minister set the green light for the 18th of May for team training.
Papers are trash and created clickbait articles to get money for the hype generated from a possible restart.

The president of Seria A sent the protocol of what they want to do to play football with every possible security precaution to the minister of Sports.

The minister of Sports said, "this is not good enough".
The president of Seria A is working on a new protocol to be ready for the 18th of May.

To be continued.
Those are still some good steps to take in order to get back to finally playing again. Sure it is nowhere near starting games once again, this is absolutely no way to actually make players look like they are ready, the government is just giving greenlight on practices, so those players needs to get ready as well.

However all of these are a step, eventually we will reach to a point where we are going to be actually watching games again. Let's not rush this, we do not need to watch them on May, we could watch them on June, or July or even August. As long as they come back ready and not risk their lives, I would be fine with waiting, there is a reason why this summer is pretty empty, so that they could actually come back and play for a while without any trouble.

Smart is not enough, there must be skills
If SerieA will not start again, the next season will have 22 teams on the top league and the title of this year will not assigned.
Well, Juventus and Lazio may do an appeal IMHO.
Appeal may be made by both clubs, but if the competition is stopped then both clubs should accept the fact that there is no title for either of them for this season. Although this will be detrimental to the club that has managed to occupy the top rank, but I dont think the appeal is an effort that must be done by them.

If the Italian football federation "FIGC" accepts an appeal from this club and gives the title, there will be many clubs from other competitions who will also appeal to get the title if the competition is stopped, Liverpool from EPL, Barcelona from LaLiga, and other top ranked clubs.

Maybe it will also become caos if one of the clubs is accepted and becomes a champion, of course other clubs will be jealous because of their injustice, so I think one of them is that there is no title this season, maybe it will be the best way.

Of course for other European leagues it will experience the same thing whether there will be differences or indeed the game will start because of hearing the news also the Bundesliga and EPL will soon be on the moon this season.

Step-by-step, slowly, but it will happens eventually. With a nice decrease in the number of new cases and deaths by coronavirus, resuming training then games will be a matter of time, ~month!

Not your keys, not your coins!
Individuals' training can start outside from the 4th of May.
Groups training can start from 18th May.

Not clear if they can stay all in the same field.
Games missing are 12-14 depending on teams and they will be played every 3 days.
In England, some clubs plan to restart their training in small groups, less than 5 players. Each group will train on different small field. It means clubs have to redesign their training fields. I am not sure that what's going on in Italy about training sessions. Group trainings will be restarted with less than 5 players for each, like in England? I don't know it will be a common rule from each leauge on the max players on each training field.

Also which players have infection matters a lot. Right now there are still tests taken by thousands of people every single day, yet the number is dropping, which tells me there could be more tests available that is untaken everyday. Those could be used on players for a while, from lockdown ending to season starting, if players all turn negative and healthy, that could speed things up a lot, if it turns out some players do have it, that means it could potentially postpone things.

Also how do you carry on when a player has corona? That basically means that player is "injured" and not playing right? Well it is different than other reasons, think about it normally an "injured" player is actually injured, but when a player has corona that is telling that player "we haven't played so long because of corona, but now we are going to start and you are not invited for the same reason we haven't played so far". I don't know if it is ethical or moral thing to do.

News of the lockdown being revoked in Italy has aroused the enthusiasm of Serie-A football fans. The efforts of the Italian government to stop the lockdown cant be separated from the decline in pandemic cases that have plagued the country in recent months.

The Serie-A may be resumed after the lockdown is revoked on May 4, 2020 and all teams will prepare to start their training. However, this pandemic is not over yet and I think if this condition is left, there will be many new cases that occur there.

Some efforts to reduce the spread of the virus after the lock is revoked is:
- All players and staff must carry out medical tests and be free of viruses.
- Conduct independent isolation and separate training
- If the competition continues at the end of May, it must be ensured without an audience.

Well, daily new cases are finally under 3k, it was under 3k couple more times but it went up again, the trick is to keep it under 3k, hopefully we will also see under 1k in a week or so as well, not saying it will happen, just wishing and hoping for it because there has been thousands of people getting sick everyday for a way long time now, we need to drop into hundreds instead so that we can drop to tens one day and eventually not worry. That reflects on the period when Serie A can comeback, for example if the numbers start going back up again and go over 3k and not drop for a little bit more, that postpones the league at least a week if you ask me, however if it drops under 2k tomorrow and under 1k in 10 days, that means early June could see the league start, it all depends how quickly we can stop the pandemic spread.

Some sources are writing that the Italian health care experts don't think that the health guidelines proposed by the Italian football federation are good enough. At the moment no one can say for sure when the league will resume. Some further modifications will probably have to be made first.

To be honest, the rules are very strict. Especially the part about training being done in small groups or on an individual basis. It's a very common training routine that the attack and midfield players play against the defenders during practice sessions. That will not be possible to do in the near future, and so many other things.
Indeed this will affect the cohesion and understanding amongst the players, they are used to training as a group and getting instructions from the coach and assistants, they have some adapting to do; training individually or with few other players(i'll guess 3-4). The players will find it difficult to give their best on the field when the matches resume, it won't be easy, but I know they are professionals and they'll do their best.

We have now a new decree in Italy, we are almost on phase 2 (till you know they will lock everything again).

The group training can start again on 18th May 2020, teams will probably call players 2-3 weeks before to prepare the quarantine time.

The Seria A aims to resume around 10th June with ofcourse closed doors matches and very rigid protocol for players with daily tests.
Will the group be done with a team or indeed individually? because indeed with strict rules then the exercise was done with social distance. I hope that there are no obstacles to the match and the start of Serie A in June.

But still this is not a final decision because the situation does not know in the future so the match can be slowed down or accelerated.

(I repeat if they will not close again is too early IMO)

That's a pretty bold target for the league, can you share the source link? 10th of June is about six weeks away from now, judging from the long periods of lockdown, players would need at least 2 - 3 weeks of training before they can get back to match fitness, a couple of Seria A players are still outside the country and would be quarantined for 14 days on returning to the country, so if they plan on resuming football matches at that date, actions would have to be seen in the coming days to make that feasible.

Every league looks desperate to restart (those that haven't cancelled their season yet), however extreme caution should be applied.

One of many links is here, you need to translate it if you dont' undestand italian, https://www.sportmediaset.mediaset.it/calcio/il-piano-della-serie-a-per-la-ripartenza-via-il-10-12-giugno_17658834-202002a.shtml

I have seen this news about Serie A continuing their season for 2020/2019 and I think it was highly likely to happen but when I read this news it seems like still a lot of Italian teams are having some issues when it comes to the medical procols issued by Serie A is still not enough for majority of the teams part of the league.

Last week FIGC already post a press release about protocol to resume Serie-A on their website. In other news, if they are starting to resume, maybe it will end of May or at beginning of June. Forbes

End of May will be a good schedule for Italian Serie A.
The county suffered a lot from COVID-19 and they should be very careful to protect both the fans and the players.
Better to start it 15 days later than risk all the public health for just 15 days difference.

I know that they still have a lot of time left but they need to fix this quick in order for all the teams to have an agreement.
