Such cases are very rare and occur due to the successful coincidence of many factors, and not just the game of a particular team.
But the possibility of such events happening in the seria A is very much possible but as you already said, these kinda situations are rare and shocks a lot of people when it eventually happens because no one would expect such a reward. As Roma might not be the #1 team in Italy but they've a more better chance at winning the title compared to other teams that finished in the bottom half of their table. Roma is a good team but they keep missing out on winning trophies every single season. They need to do more.
