No. it is never too late to invest in bitcoin, you don't have to buy the whole bitcoin you can still buy some portion of bitcoin, something like a half or quarter of a bitcoin. And if you are really interested in altcoins are few good altcoins too such as Ethereum, Dash, Neo, ADA, IOTA, and Ripple. 
Late or not depending on each point of view. Do not be discouraged, now altcoin and ico also have great potential for booming. If you can get a big profit from ico and altcoin, you can also buy bitcoin.
It is better to look at other altcoins for better investment, with the current price of bitcoin, i think it is late.

We do not know about that, what if major adoption of bitcoin happens in this year and suddenly all those scammy altcoins go bankrupt and all that money goes to bitcoin and you make a fortune by just holding? Another possibility is that is not the case in such a scenario holding alts gives more profits in the short term, so you need to decide which one is the most likely scenario and invest accordingly.
On my ow point of view I think it is not too late to invest in bitcoin now since the value of bitcoin keeps on increasing so you still have the chance to earn big profit if you invest now even though bitcoin price is volatile but the it increases more rather than decreasing so you need to invest now or never.
In my view, the Bitcoin exchange rate has reached nearly $ 18,000, if invested at this time will easily lead to losses because of the investment experience should buy at the exchange rate low and sell when the exchange rate is high. In your case, I strongly advise you to invest in altcoin or ICO rather than investing in Bitcoin. You should wait until the Bitcoin exchange rate drops and then invest in and hold to make a profit.
If you would have invested into bitcoin one week ago, you would have won 40%! So I think it is not too late too invest in bitcoin now, but some lower priced altcoins could be surely a more lucrative investmrent option as the price has to rise only for small amounts to have a nice winning rate.

The price of bitcoin is indeed to high to attract new investors at the moment. Unless the price falls to 10K, what does not seem likely, it's wiser to look for altcoins to invest in. And there are enough that are really good to consider. Altcoins like Ethereum, Cardano, Litecoin, Monero can five great returns.
