I think you should learn some basic stuff about english and then try to play within this forum. I am sure it will improve your English reading ability.
Reading in general helps a lot. Even in my first language, reading as a child put my grammar and overall language ability above that of my peers, and it definitely translates to a second language as well. Start with children's books, progress to young teens, then finally adult literature.

you need to maximally surround yourself with the language that you are studying, in your case English, change the language on your phone, read news in the morning in English, go from your native branch on the forum to English etc. and keep it up, I guarantee that in a month will be a noticeable result

Learning English is not that hard but complicated. All you need to do is be resourceful, millennials nowadays has all the applications to improve things that they thought is impossible. So, just use this innovation that we have now. There are so many online English tutorial out there, just watch foreign movies, listening music very often will improve your hearing skills and try also to work on your writing skills. There's no harm in trying, don't be afraid if you fail. Good luck :-)

Try to hire an English tutor so you can make fluent English, I am also not that good in speaking English but I am trying, my son is better speaking English than I am. Because since he was little he already have English books that is also talking, if you can search it try to search the Grolier Talking English. That is good for all the children out there if you want them to learn fluent English.

Best way to learn English is too easy. You have to visit Great Britain. There are many language schools, or you can join the summer courses. I used to visit some summer course when i was 14 and 16, that was so helpful for my speaking. If you can't go to England you can work online, there many online course on internet. I think that's the second best way.
I believe that the best way to learn English is to get into the appropriate conditions, where everything around you will be in English. And of course, you need to start communicating with a native speaker.
I am not a native English speaker and my English will never be perfect, but for me what helped a lot was watching English TV-Channels.
