The minimum amount necessary to collect spanned both the pre-sale and the main sale. From page 44 of the whitepaper: There is a minimum sale quantity of 1 million Seed tokens across the pre-sale and main sales (including
bonus allocations).

This is good news, I agree that the seals on the etherium severely damaged the conduct of transactions, but this is a combination of circumstances and nothing can be done about it.
