It seems to me that what you currently have is the best crypto portfolio in this market, in general, ideally, of course, it is better to exchange ETH for dollars, since now it is a very unstable situation, I think it is safer to choose a stable altcoin called USDT, but in general by the rules my risk management is best to keep 50% in BTC, and 50% in USD, I think that any moment you can get on the train when Bitcoin goes, and now if you can lose your investments in it, so think about it.

Why do you need to wait? If you can invest while doing your own research about investment. If you have invested today it might be a good opportunity for you because if ever the price increase at the end of December you already earn income and if you keep on waiting until the December end maybe you will regret once the price goes up. Try to invest little by little and then make sure you always do your own research while doing your investment.

Safest way to go would simply be to invest more into BTC.
If we look at the current market conditions it is better to invest into bitcoin, but this does not mean that altcoin is not worth investing. If you can observe and look for opportunities you can take from him. But for me personally I will agree with what you say, that it is better to invest into bitcoin, maybe 80% of the amount of money you will invest you can use for bitcoin and 20% for other coins.Safest way to go would simply be to invest more into BTC.

better hold everything on ETH, and when it goes up again bitcoin sell it, then when it goes down against bitcoin buy it again
its not a big amount so better play the safe game , and maybe you will make x10 in 1-2 years like that
I will suggest you to invest on stable coins. But you did not mentioned how long you want to invest. Stable coins is a good choice to avoid losing your money and it doesnt take any risk.

I have never tried IEO, while on ICO I had a bad experience so I wouldn't recommend both. might suggest buying Altcoin on a list of 50 CMC whose prices are still below 1 $, because that way you can take more profit than you buy Altcoin which costs more. because with a small capital it is more effective to buy Altcoin whose price is still cheap. I would definitely stay away from the ICO and IEO scene right now as it is super risky and even good projects tend to dip under the initial price after the listing. Regarding the relatively small amount that you have in crypto, it depends on your ROI expectations, if you are satisfied with couple of X in the time span of a year or two, I would stick with safe investments like BTC and ETH, but if you want bigger returns and are prepared to take on more risk, go for some already established alts that will probably do 10x+ in the next alt cycle, like NEO, EOS, Ontology, ADA etc.
Most of the advice that you are giving is really good especially the part about staying away from icos and ieos, however while I agree that if you want to get more profits you will have to take more risks and invest in some altcoins that are good but that are undervalued, at the same time I really do not think that the risk that you are taking is worth the reward, after all some of the coins that you are giving as good examples of coins that could grew up in the future have crashed more than 90% and there is no guarantee that they will recover.

If you are confused, just let it be BTC and ETH like that, many speculations predict that prices will rise after halving bitcoin next year. Another option is, of course, joining IEO on trusted exchanges such as Huobi and Binance. If you want to receive an suggest, then my suggest to invest in well-established, old coins with good volumes is not so risky than participation in ICO, if you like to take risks, you can try to participate in IEO on top exchanges, there is a chance of making a profit.
For small amounts, the naive investors look for the high gains and they don't want to make %20 in a year which is quite good for the average businesses. I suggest to check the low marketcap altcoins with the working product, the bull market will leave a nice ROI. Investing in the IEOs also carries risks but for new investors, it is too early joining the token sales, IMO. 
Small amount exactly invest with coin have lower price maybe under $0,5 to get much profit, if keep investing with coin have higher price like bitcoin cash, eth and litecoin maybe less profit getting although price increase on higher, I know above is potential coin but how to get much profit if have small money start investing with coin have higher price.

I think it's better to invest into bitcoin compared to some other coins to avoid risk. Because if we look at bitcoin it's better to invest and if we look at price movements in the market even though it sometimes goes up and down and you could say the price is still far from what we expected. But I believe that investing in it is a good decision compared to other coins.
You're very brave person, you can replace your money in any investment platform you want but do your research first. Investment need wise calculation and time to get profit, already analyze that?. I suggest you switch you crypto asset into currency and wait until next year, this time is really bad for any method to get income from crypto market, trust me I know that.

If you have little amount in ETH and BTC, why don't you just hold it instead of investing in something else? These 2 are the best choices. If crypto market go up, then any one of these 2 will lead it.
I think you're right but most people do not want to hold ethereum or bitcoin because they have unrealistic goals that are impossible to reach with those two coins, they want to obtain tremendous profits out of their small investment and while the growth that ethereum and bitcoin are going to experience is without a doubt bigger than what any other asset can give there are many that want to obtain even greater profits with unknown altcoins because their capital is small.
