Yeah, even if it sucks it makes sense...
On my site, I currently am the only one able to create new users. Once it has enough trustworthy people who can act as moderators, I'll open it up to new user registration. I learned the hard way that one has to have a clear plan of dealing with spam bots before creating a site with a forum on it, so I agree with the policies here.
Reasonable requirements, now on to the posting!
