As soon as possible. We've expanded the number of of people that have worked on the coin or services for it. This means that we are able to tackle multiple sections at the same time. For example, last night I was finishing up the masternode payment parameters while someone else was working on the new difficulty algorithm

Today, for another example, I am doing some graphics work for Nash, who is working on the paper wallet for us

Soon. We had over 95% of the old NEON swapped to new NEON. I'm going to have to pull the coins to pay web miners from somewhere else and I'm not sure where, yet, but all users will be settled up eventually
